My mil called our home as much as 5-8 times a day. She was told to stop calling at nap time because it was waking our daughter up. She said "she will just have to get to the phone ringing my kids did." She was told to stop calling at dinner time so for years she would call every day at 5:00. If we did not answer the phone she would call every 10 minutes until we did. Anything she could do to spite. We finally stopped her from calling at 10:30 at night when we had to get up for work the next day at 6:00. Just a real nut case, and I have never met anyone like her before or since. Would not listen to anyone about anything, and it was like talking to a brick wall.

My father in law was in poor health, and we were afraid to not answer the phone and she realized it. This was before caller i.d. . My husband became angry if I did not answer the phone, because he thought his father was sick. Just crazy.

You should just unplug or shut off the phone. That gets the point across fairly easily. Don't take NO for an answer - take control over your own lives.
